Paying Zakah in non-Muslim country

How can I pay Zakah in a non-Muslim country?

Praise be to Allah, the Lord of the Worlds; and blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
Verily, a Muslim in a country of disbelief must pay Zakah (obligatory charity) of his wealth to the poor and needy Muslims in the country where he lives. If there are no poor or needy Muslims, then he can pay it to the needy Muslims of any other Muslim country.
