Giving Zakah to a poor person who smokes

Regarding my Zakat. I know a man who is the brother of my wife. He is 32 years old, not married yet. He works but his income is not enough to save money for marriage. He is poor but not very poor. Is it possible to give him money from my Zakat to support him although I know that he is not good at saving money and he also smokes cigarretes

Praise be to Allah, the Lord of the Worlds; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.

If the brother of your wife does not have means to marry and if he is poor, you can give him Zakah but advise him to give up smoking and give up dissipating money in useless lawful things. Advise him also not to use the Zakah money in forbidden things like smoking.
If you feel that he accepts your advice then there is no harm to give it to him.
On the other hand, if you know that he will spend the Zakah money in acquiring prohibited things or in squandering, then, it is unlawful for you to give him Zakah.
