Paying Zakah to his brother

Can I pay Zakah to my brother who needs to open a shop for his earnings? He already has a small shop but not getting enough to meet his daily expenses for his family.

Praise be to Allah, the Lord of the Worlds; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.

If your brother's earnings do not suffice him, then he is considered one of the Zakah recipients and there is no objection to your giving him your Zakah. Allah Says (interpretation of meaning): {As-Sadaqât (here it means Zakât) are only for the Fuqarâ (poor), and Al-Masâkin (the poor) and those employed to collect (the funds);…} [9: 60].
The fact that your brother has some funds does not take him out of the categories who deserve Zakah.
Imam Al-Mawardi said: 'the Miskeen (needy) is the person who has something but that does not suffice him' .
