Streets quickly turn into rivers, and water seeps through walls and roofs, leaving already fragile shelters uninhabitable.
For children, the cold bites deeply. Many shivers through the night under thin, tattered blankets, wearing clothes too worn to shield them from the freezing temperatures. Malnutrition, already widespread, worsens as their bodies struggle to fight off cold-related illnesses. Cases of pneumonia and respiratory infections spike, claiming the lives of the most vulnerable.

Should they spend their limited resources on food to feed their children or fuel to keep them warm?
