Zakah from brother

A civil servant in a low paying job bought a small house that is not yet paid for. Can he accept Zakah from his brother?

Praise be to Allah, the Lord of the World; and blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
If the civil servant you mentioned wanted the house to live in, then it is lawful for him to take Zakah from his brother or any other person, as indebted people are eligible for Zakah.
