As we approach the tenth anniversary of the Grand Bargain, we extend our thanks and congratulations to
all signatories for their efforts to implement the commitments of the Charter over the past decade.
Qatar Charity is honored to participate in the Grand Bargain Annual Meeting and to contribute to the
ongoing dialogue on shaping the future of international humanitarian aid. We remain committed to
supporting a humanitarian framework that is more responsive, more inclusive, and, above all, more local.
We recognize the significant challenges faced by the international community in achieving the Grand
Bargain's localization goals, particularly in light of the increasing humanitarian financing gap. As we
approach the tenth year, it is clear that while progress has been made, much remains to be done. The
transformative vision established ten years ago has yet to be fully realized. Therefore, a renewed
collective effort is necessary to place people at the center of humanitarian action and empower those
closest to crises to take leadership roles in response efforts.
Since the World Humanitarian Summit in 2016, Qatar Charity has consistently allocated 30% of its
spending to local organizations addressing the needs of their communities, exceeding the Grand Bargain
target. We believe that empowering local organizations is essential to building strong local responses. To
achieve this, we are committed to long-term capacity strengthening, enabling these organizations to meet
international donor requirements and receive direct funding.
In alignment with this commitment, Qatar Charity has launched the "Ma’een" initiative. Developed in
collaboration with the Doha Institute for Conflict and Humanitarian Studies and other international
organizations, this initiative aims to strengthen the capacity of local organizations and enable them to
attract flexible and sustained international funding.
Furthermore, Qatar Charity is announcing its decision to become a signatory of the Grand Bargain.
This commitment will foster enhanced cooperation and accountability.
With over four decades of experience in humanitarian and developmental work, particularly in regions
affected by crises and natural disasters, Qatar Charity has learned that lasting solutions are only possible
by strengthening the leadership and capacity of those on the front lines. We look forward to utilizing this
expertise to contribute meaningfully to the collective effort of transforming humanitarian aid.
As we move forward, Qatar Charity calls on all stakeholders to reflect on the commitments made during
the 2016 World Humanitarian Summit, not only as a matter of accountability but as a matter of urgency.
The momentum of the Grand Bargain must not be allowed to fade into missed opportunities and unmet
promises. The stakes are simply too high.
